Abstract

The article explains how the “ideology” of the intrinsic incapability of underdeveloped countries goes back to preterit times, becoming a discourse that reinforces dominion through time. From an ethnocentric profile, the main human values are ascribed to the european and northatlantic legacy, whose supremacy is presented as undisputable. The same discriminatory and unqualifying concepts –it is said- have been reinstalled in present days in order to apply them to processes, groups and leaders oriented towards politics that favour the poor, and other integration programs that give priority to inner resources, social justice and human rights.
