Abstract
The article is meant to analyze the context in which the recent debate about water arises, identifying the main characters which are defining this field which is, at the same time, theoretical, technical and political. It shows how multilateral organisms and their intelectuals (with their speach on scarcity) have been pushing policies which pretend to transfer the role of the State on behalf of the private enterprise agents, stimulating processes of privatization and mercantilization of water. This essay presents several cases in which this process of privatization increases conflicts in regards to water.
