Abstract

People’s security, understood as a public topic, has a political meaning which is built around valid actors as  State and citizens. This article discusses the citizen’s centered approach of security in our midst, and the consequences of this approach in relation to the citizens duties and rights in favour of achieving or producing security for all. The perspective which the application of initiatives on citizenship security has assumed in our country consideres and leans on the idea of a strengthened civil society, capable of tanking charge of the administration of certain tasks related to the subject of security. From this premises some immediate questions arise: what specific role corresponds to citizens?, What is the limit of this role?, Do we really have a strong civil society, capable of taking charge of subjects related to security?, In which ways do these roles become compatible with the participation of other social actors?
