The collective, the technical and the political: some notes on the need to deliberate in the construction of the public dimension

Abstract

This paper will attempt to argue that the process of constitution of provision of public goods necessarily implies a problem of collective action. In this context, the processes of policy-making are essentially a political issue, and not a technical one, as is promoted by neoliberalism. Thus, in aiming to be democratic and non-conflictive, processes must necessarily be deliberative.
