Abstract

The author suggests the validity of relating these days as Bolivarian, stating that the essential Bolivar is not dead; and remembers a line from Neruda in which Bolivar says: "I wake up every hundred years ..." Bolivar's dream was integration, and called for its true identity of forming one great nation. There is to this un underlying emotion, says the author, and postulates that it can be the necessary foundation for the great essential utopia, that of mankind, humanitarian: a humanization policy.
