Abstract

This paper offers a summarized study of the methodology and criteria used in capitalist (in this case the Cost Benefit Analysis) and socialists countries in the quantification of the surplus generated by the I+D in the agricultural sector as part of sustainable development. What it sets to analyze is: is it possible to quantify the environmental capital which tends to be low? How and with what prices evaluate the externalities? Is it that economics (in this case through the evaluation of agricultural projects) has a convincing answer of how to allocate non-renewable resources?
